The Ministry of Communications and Information Technology (MOCT) of the Syrian Arab Republic invites qualified internet infrastructure providers and international investors to contribute to the development of Syria’s sovereign national communications backbone.

Project Objectives:

This RFI seeks detailed information on state of the art technology solutions, operational expertise, and viable investment frameworks to establish a national backbone infrastructure that supports a scalable capacity to meet Syria’s growing local needs and international data transit requirements

  • Be constructed of fiber optic technology, adhering to the latest global technical standards (ITU-T G.652/G.655).
  • Offer scalable capacity reaching up to 10 Tbps initially and 25 Tbps in future phases.
  • Establish five primary internet exchange points (IXPs) in Damascus, Aleppo, Tartous, Palmyra, and Qamishli, supporting domestic and international peering.
  • Integrate with future regional super-corridors, and provide secure, reliable, resilient, and efficient data transit domestically and internationally.
  • Facilitate wholesale internet services and telecommunications.
  • Remain under sovereign control, managed, operat by Syria Telecom, and regulated by MOCT.
