management, including environmental durability against heat, humidity, and
mechanical stress.

Proposed network architecture, including redundancy and resilience strategies
based on Dense Wavelength Division Multiplexing (DWDM) for high-throughput
transport.

Use of equipment from major global vendors.

Tier III or higher data center specifications with cooling, power redundancy,
and Uptime Institute compliance.

Target latency below 30 milliseconds between core cities.

Centralized Network Operations Center (NOC) with AI-based analytics for
proactive network monitoring and fault detection.

Security measures, cybersecurity protocols, and risk management frameworks
to defend against DDoS attacks and cable-level threats.

Disaster Recovery Plan (DRP) including geographically redundant backups and
failover mechanisms.

Integration strategies for domestic ISPs, local service providers, and
international carriers.

Interoperability with regional data corridors and IXPs, especially those
extending from Türkiye, Iraq, Lebanon, and the Gulf.

Local training center for the transfer of knowledge on all aspects of the
execution and management of the project.

Development and integration of the Metropolitan Area Network in key urban
areas as an aggregation and distribution layer.
